Crews cope with Tijuana flooding as rain moves out

One dies, dozens evacuated from high-risk homes

TIJUANA.– The rain eased Wednesday night across the region, but not before they led to the death of one woman, left dozens homeless, and created a mess at many thoroughfares.

The flooded areas included Cerro Colorado, San Antonio de los Buenos, Centro (downtown) and La Presa; as well as the neighborhoods of Sánchez Taboada, El Pípila, Emiliano Zapata and Los Laureles, according to the city’s Civil Protection department.

Around 4 a.m. Wednesday, city firefighters reported that a woman had died in the collapse of a wall destabilized by the rain in colonia Las Flores, on the west side. She was later identified as Norma Arredondo, 30, the mother of two children.

The storm chased more than 70 people from their homes in some heavily populated neighborhoods. They were transported to a city shelter.

According to the family protection department, the shelter at a municipal sports complex had received 15 families, with a total of 71 people, 32 of them minors, by the evening.

In the Cerro Colorado district, landslides and flooding swamped houses near the Alamar stream, leading to the evacuation of 50 people.

The Civil Protection agency reported that at Oasis canyon, in the city’s south side, 15 migrants from Oaxaca had to be evacuated after their houses became flooded.

Authorities worked all day to keep traffic moving across the region.

Severely flooded streets and roads were reported in the La Presa (dam), Otay and Centenario districts, east and northeast of the city.

Motorists had a tough time navigating across the region as water, rocks, mud and debris flowed down from hills onto main avenues, according to city government officials.
