The Secretary of the Interior of Baja California, Catalino Zavala Márquez, declared on the gloss of the first state of the state report in front of the State Congress that Baja California maintains an environment of peace, built through the advice and established agreements that are meant to benefit the population, thanks to the vision of Governor Marina del Pilar Ávila Olmeda.
The head of the Secretariat of the Interior of Baja California (SGG) held a meeting with the Political Coordination Council of the XXIV Legislature Body, highlighting democratic development as a priority of the Marina del Pilar administration.
He reaffirmed that this administration has gender equality, inclusion, and respect of human rights as essential pillars. This is why actions have been promoted in order to make progress with the measures of the Gendered Violence Against Women Alert in Baja California.
On the first days of Ávila Olmeda’s administration, the first Permanent Assembly of the State System of Prevention, Attention, Punishment, and Eradication of Violence Against Women took place, which managed to carry out 26 of the 39 measures issued by the Secretariat of the Interior and the National Commission to Prevent and Eradicate Violence Against Women (CONAVIM), through interinstitutional coordination.
Among the actions taken regarding prevention, safety, justice, and harm reparation, the increase of the budget for the Institute of Women (INMUJER) was highlighted. Baja California became the second state with a State Registry of Sexual Offenders, and a declaratory alert was implemented as a transversal element of the State Development Program.
They also worked on reviewing investigation files of gendered violence crimes with a subsidy to CONAVIM, which hired specialists and acquired a mobile unit to reach critical areas with violence against women in Baja California, he described.
He informed that, for the first time, an Interinstitutional Commission Against Human Trafficking has been installed; a Justice Protocol with gender perspective from the initial assessment of cases was applied, and Justice Rooms at the Center of Justice for Women (CEJUM) were implemented.
The budget of CEJUM was increased by 213%, increasing to 15 million pesos, benefiting more than 2,400 women; 735% more when compared to the numbers from 2019 to 2021, the secretary highlighted.
INMUJER had a budget increase of 70%, allowing the Violence Attention Program to remain in place continuously for the first time, highlighting the priorities by Governor Ávila Olmeda, he stated.
*HUMAN RIGHTS *
A Follow-up Technical Commission was set up for complaints and recommendations, which has resulted in a 100% follow-up rate, and the acceptance of seven recommendations issued by previous administrations, the secretary mentioned.
The governor issued the agreement which created the State Mechanism of Protection for Human Right Defenders and Journalists, which created prevention measures and protection for 35 people.
In order to repair damages, he stated that there was an increase of Aid, Assistance, and Comprehensive Reparation Resources by 18%, with a total of 5.7 million.
*MIGRATION*
An important agreement was signed between the government of Baja California and the government of Michoacan in order to strengthen and guarantee human rights for immigrants, Secretary Zavala stated.
Through 43 civil society shelters and 3 shelters handled by the three levels of government and the International Organization of Migration (OIM), more than 23,200 people have been benefited regarding mobility, Zavala Márquez said.
“Constant communication is kept with the civil society network of shelters and we helped in the delivery of more than 70 tons of goods, cleaning items, blankets, bed bunks, pallets, washbasins, air conditioners, and mobile restrooms,” he said.
*LOCAL COMMISSION TO SEARCH FOR MISSING PEOPLE *
The governor received the Local Commission to Search for Missing People without a budget and without any structure; it has now been strengthened by the delivery of equipment. At the beginning of this administration, it was linked to 12 groups, but it is now currently linked, with direct communication, with 23 search groups.
He said that they had carried out 599 searches in the seven municipalities, including 12 brigades and mega searches.
Through the Comprehensive System of Protection for Children and Teenagers (SIPINNA), they have brought care to children and teenagers who are relatives or sons and daughters of missing people from other states or countries.
*CIVIL PROTECTION *
To promote a culture of prevention and civil protection, two earthquake drills took place with the participation of more than 500,000 people in the entire state, the secretary stated.
Thanks to the signing of an agreement with OIM, a donation was received for equipment of more than 660,000 pesos, he highlighted.
Through the Civil Registry Office, in order to guarantee the fundamental right to identity and registry of all people, he highlighted the 40,000 deliveries of assistance at Civil Registry units where they issued certificates related to people’s civil status.
Regarding asset certainty, political agreements were held with the federal government in order to coordinate with ejidos and neighborhood committees of the Maclovio Rojas, Rojo Gómez, and 3 de Octubre communities in order to guarantee judicial certainty regarding the properties of more than 15,000 families.
In coordination with the three levels of government, more than 195 homes were delivered to families affected by landslides in the neighborhoods of Sánchez Taboada, Camino Verde, Cumbres del Rubí, Lomas del Rubí, Alfonso Ballesteros, and Paseos del Vergel.
“With the leadership of Governor Marina del Pilar Ávila Olmeda and the support by President Andrés Manuel López Obrador, on the first year of this administration, we built a state with justice, freedom, and hope as part of the commitments held by this Fourth Transformation,” he concluded in front of the representatives.
