This initiative was agreed by the 24th Municipal Administration of Tijuana led by mayor Montserrat Caballero Ramírez, alongside different business chambers such as CCE, CANACAR, CANACINTRA, and INDEX.

The Secretary of Municipal Mobility, Obed Silva Sánchez, recommended operators of freight trucks to use long-lasting identifiers and place them on their windshields or on the front side of their hoods so that Municipal Traffic Officials can identify them and speed up traffic flow.

Silva Sánchez explained that municipal and business authorities have also agreed to strengthen the presence of traffic agents in this area.

As such, they requested the cooperation of transportation operators to respect the established rules for truck circulation on identified lanes, according to their cargo and to allow the free flow of local vehicular traffic of the maquiladora industry, which exists around the border crossing area, meant for the export of merchandise.
