They're fugitives! Afirme executives wanted for participating in Next Energy plant fraud during Jaime Bonilla administration

According to authorities, both Rodríguez and Medina were accomplices in withholding 123 million pesos destined for assistance for Baja Californians

The State's Attorney General Office (FGE) is offering a reward of up to 1 million pesos for any information that leads to the arrest of David Alejandro Rodríguez Jacobo and Nabor Medina Garza, Banco Afirme executives accused of breach of trust due to withholding money.

They are being investigated for this illegal activity, where they participated in improperly withholding 123 million pesos that belonged to the people of Baja California, which were illegally charged as payment for the construction of a photovoltaic plant that was never built as the company did not have the federal permits to do so.

Rodríguez and Medina are fugitives, after a judge issued an arrest warrant. They had declined to appear in court 6 times, despite subpoenas and the fact that authorities searched for them at their home addresses.

Both fugitives are being investigated alongside a group of officials of the state administration led by Jaime Bonilla Valdez. Any information regarding Rodríguez and Medina can be reported at 686 776-4548.

It should be noted that this reward is individualized. This means that if somebody provides information to locate both individuals, the reward will be 1 million pesos. If information is given to locate only one, the amount will be 500,000 pesos.

A photovoltaic plant that was never built

The beginnings of this case occurred at the end of the first trimester of 2022, when Governor Marina del Pilar Ávila Olmeda demanded Banca Afirme return more than 120 million pesos, the amount that had been blocked to build the alleged photovoltaic plant in Mexicali.

The contract had been assigned to company "Next Energy" with whom the previous administration, led by Jaime Bonilla, had signed a contract stating that the state would buy energy from this plant to feed the pumping system of the Colorado River-Tijuana aqueduct. However, since they did not get the permits, the project never got off the ground.

In April 2023, this bank institution, that was still withholding the money, asked the Supreme Court of Justice of the Nation (SCJN) to deal with this case, according to the judicial council of the government of Baja California, Juan José Pon Méndez. The intention is to review every detail of the information gathered so far and the arrest warrants against its legal representatives, Rodríguez and Medina, whose identity was unknown back then.
