The Governor of Baja California spends 226 million pesos on forks, telegraphs and coffee

He likes to to dress well, drink plenty of coffee, and send numerous letters and telegraphs to Central Mexico

During his time in office, Governor Jose Guadalupe Osuna Millan liked to dress well, drink plenty of coffee, and send numerous letters and telegraphs to Central Mexico. So much so that between 2008 and 2013, he has spent over 226 million pesos in which the expenses are labeled "Executive office supplies"

The expenses made from his office in particular have been published every year in the budget report. Since 2007 the Governor and his team calculated how much they needed for the office to operate, and according to his staff that handles the Governors agenda and organization of public events, his budget has been increased substantially.

In the private office of Osuna Millan, there are 146 employees, among them are 3 pilots, and according to the description is that the office is in charge of "Consolidating a government with human quality that have as a foundation to improve the quality of life for the citizens of Baja California"

2008 was the first year of Osuna Millans time in office, during which he requested a budget of $58,273,193 pesos to run the office, however in 2012 the same office decided that it needed $116,249,228 pesos to "improve the quality of life" of "all of Baja California".

Some of the expenses made by the Governors office seem wildly out of date, such as Telegraph and Postal service, as well as photo development that up until 2008 was still used in the hallways of Government offices.

The following is a list of the estimated economical amounts of the necessities that Jose Guadalupe Osuna Millan and his 146 employees have had in the past 5 years.

    Food for his 146 employees: $608,338 pesos ($50,694.83 Dollars) Food utensils (Forks, Knives and Spoons): $61,007 pesos ($5,083.91 Dollars) Clothes: $504,809 Pesos ($42,067.41 Dollars) Coffee and Cafeteria articles: $777,984 pesos ($ 64,832 Dollars) Water and Ice: $481,051 pesos ($40,087.58 Dollars) Telegraphs and Postal Services: $265,168 pesos ( $22,097.33 Dollars) Photo development: $6,938 pesos ($578.16 Dollars) Laundry and Dry Cleaning: $48,406 pesos.($4,033.83 Dollars)

For the essential employees at the Governors office, and whom citizens have already spent $9,408,206 pesos ($ 784,017.16 dollars) besides earning high salaries, they also receive "Bonuses" as well as "incentives".

Some of the 146 employees that work in the governors office receive a bonus for having "Good Disposition", meaning that government employees are rewarded for having a good behavior.

They also receive 2 additional bonuses for doing their jobs: the "efficiency incentive" and "personnel stimulus", during the governors time in office, citizens have awarded the governors employees with the amount of $1,488,620 pesos ($124,051.66 dollars)

But the Governor Jose Guadalupe Osuna Millan and his assistants like to travel, which is why the people of Baja California have covered this part of budget and paid the tab of $7,824,709 pesos ($652,059.08 Dollars) so that the Government employees could travel about.

This stands out even more because after a budget report was requested, it was reported that Jose Guadalupe Osuna Millan has 2 airplanes, one being a King Air Turbo Commander which cost $27,752,489 Pesos ( $2,312,707.41 Dollars) and another Turbo Commander which was given to the Government by the Tributary Administration System (Mexican IRS).

Keeping the planes in top condition has cost $ 485,854 Dollars and that's only been from 2011 to 2013, not to mention that the Governors office has 3 airplane pilots on the payroll that costs roughly around $51k Pesos monthly,

The spending made in 2013 will be reported during the month of august, according to the Baja California transparency web page.
