TIJUANA.- State Governor Francisco "Kiko" Vega de Lamadrid, alongside his wife, President of the State's DIF, Brenda Raucho de Vega, signed the Initiative to Guarantee the Right of Child Indentity (Iniciativa para Garantiza el Derecho a la Identidad de los Niños), being this one the first in its kind nation wide, having as purpose the speed up of issuing a birth certificate for newborns in public and private hospitals, among other normative measures.
During this presentation, Governor Vega expressed that his reform will be presented over the next few days to the Baja Congress, and that it will guarantee the right to underage identity through the registry of birth in a agile, immediate and safe manner.
He also said that his administration is committed to working in a collaborative manner with different Government agencies to guarantee that Baja citizens enjoy their full rights to being represented and having an official identity.
He also mentioned that the State's Official Newspaper had recently published the reform which allows the first birth certificate to be issued for free, seeking to simplify new born registries, a framework on which health institutions contribute alongside authorities to eliminate this bureaucratic burden that benefits those who are underage as well as their families, this initiative also seeks to eliminate untimely registries, modifying legal deadlines, a problem that in a short run will be dejected by the initiative.
On her behalf, State's DIF President, Brenda Ruacho de Vega, expressed that Mexico has signed and validated several agreements regarding human rights, such as the Children's Rights Agreement which highlights that " a child should be immediately registered after their birth having rights to their name upon that moment, a right to a nationality and according to the possible means the right of knowing his or her parents as well as being taken cared of".
Ruacho de Vega also mentioned that Baja California is a responsible state, were they are worried about the right and guarantees of their citizens, which is why she thrusts that this initiative will by approved by the Local Congress in order to give and opportunity to the state's children's, to have a first and last name since the moment of their birth.
