Transparency International and Transparencia Mexicana highlights that Mexico kept the same spot as last year. They emphasized that even though Mexicos congress approved constitutional reforms created by the National Transparency and Anticorruption Systems (Sistemas Nacionales de Transparencia y Anticorrupción in Spanish), the fledgling positive effects were neutralized because of incidents like the 2014 Iguala mass kidnapping, accusations against former governors, current officials, etc., maintaining the perception among mexicans that corruption has ebbed.
The same organization says that Mexico could better its rank by not just creating reforms but actually enforcing them, so that impunity related to corruption acts are reduced in the country.
