FINANCING TRANSPORT INFRASTRUCTURE PROJECTS

During the January meeting of the Binational Committee for the northern border, both Mexico's and the United States' transport commissions met in the city of San Diego.

One of the objectives of these meetings was to show progress in the binational infrastructure of the northern border. Representatives of the Federal Highway Administration (FHWA) were present on behalf of the US; and on behalf of Mexico, were representatives of the Secretariat of Communications and transportation (SCT for its acronym in Spanish), the Mexican Ministry of Foreign Affairs (SRE for its acronym in Spanish), The Mexican Secretariat of Finance and Public Credit (SHCP for its acronym in Spanish), BANOBRAS, INADEM and FONADIN. The financing schemes for transport infrastructure projects and the impact of the US and Mexico's trade dynamics were the main themes.

Among those who attended the event were Charles Bussey Sarmiento, director of the SCT's Highway Development; Rick Backlund of the FHWA; Marney Cox, chief economist of SANDAG; Maria de los Angeles Gonzalez, head of the International Affairs Unit of Hacienda; Jorge Santiago, deputy director of Banobras's projects sector; Cecil Scroggins of the General Services Administration (GSA); Michael Bouril of U.S. DOT; and Tiffany Julien of the FHWA's TIGER program, among others.

Charles Bussey began his keynote with a brief introduction to financing schemes in favor of transport infrastructure; likewise, he shared the situation of the current infrastructure of the federal road network. "Currently, the federal network, which has a length of 50, 670 Km (40.783 Km for the federal toll free network and 9,887 km for the federal concession network with a charging system), has 15 corridors: 9 longitudinal and 6 transversal", said Bussey. "We are adding projects to the federal concession network; 5,825 Km are for local governments and the private sector, while 4,062 km are under the supervision of the Mexican National Infrastructure Fund (FONADIN for its acronym in Spanish)".
