Mexican President Proposes Full Legalization of Gay Marriage Nationwide

A signed initiative has been sent to Congress for evaluation.

Mexican President Enrique Pena Nieto has made an official "proposition" to the country's Congress, seeking to legalize gay marriage nationwide.

This constitutional reform will ensure that "equal marriage" has a legal basis, as Mexico's Supreme Court already ruled it's unconstitutional to not recognize marriage between persons of the same sex, although stopped short of implementing nationwide marriage equality last year. Peña hopes to eliminate the differences between States where it is legal and others where it's not.

Another point made in this initiative is giving judges the legal capacity to issue birth certificates with a new gender identity, going so far as to ask chancelleries not to interfere with such certificates.

Peña Nieto signed this initiative during the amendment of the constitution's 4th article, as mentioned in a reunion with pro-gay rights groups:

Marriages are to be had without discrimination against people with disabilities, social class, health issues, religious preference, gender or sexual orientation."
