Tijuana Mayor Ismael Burgueño, joined by members of the city’s Business Advisory Council, has rolled out “Competitive Tijuana,” a new strategy aimed at attracting high-value investment and raising the city’s economic profile in Mexico and abroad.
The plan, presented through the city’s Secretariat of Economic Development, is designed to bring together government, business leaders, and community stakeholders around a shared vision for growth. City officials say the goal is to better promote Tijuana’s economic strengths, expand public-private partnerships, and position the city as a top destination for investment.
“Tijuana is not just a border city. It is an economic powerhouse, a binational bridge, and one of the most important industrial engines in the country,” Burgueño said. “Growth isn’t decreed; it’s built through alliances. In this effort, the business sector isn’t just an invited guest. It is a protagonist.”

As part of the initiative, the city will create an honorary council made up of leaders from key industries. Officials also plan to use technology and artificial intelligence to sharpen economic promotion efforts, attract international capital, and strengthen the region’s competitiveness.
The strategy centers on five main priorities: cutting red tape by simplifying and digitizing government processes; strengthening public safety and legal certainty for investors; improving infrastructure and mobility; expanding and diversifying key industries; and developing local talent to better match workforce skills with market demands.

Working groups under the Secretariat of Economic Development and the Business Advisory Council will help move the plan forward. The council, formed in October 2024, includes more than 45 representatives from the local business community and city government and is intended to serve as an ongoing forum for coordination and accountability.
Pedro Montejo Peterson, Tijuana’s secretary of economic development, said the effort, supported by the Tijuana Funds Trust, aims to go beyond branding and create a roadmap for joint action so that all sectors can move in the same direction.
Carlos Jaramillo Silva, who coordinates the Business Advisory Council, said the Competitive Tijuana brand will serve as a platform to highlight investment projects, strategic partnerships, and community initiatives shaping the city’s future. He added that the broader goal is to improve quality of life while fostering pride and shared responsibility among residents and investors alike.
