Mayor Ismael Burgueño officially inaugurated two new Preventive Health Units, located in the Las Fuentes and El Dorado neighborhoods. The El Dorado facility marks the fifth operational unit in the city’s growing preventive care network.
The newly opened spaces will provide registered residents with free medical consultations and a range of health services focused on prevention and wellness.

During the inauguration, Burgueño emphasized that the initiative is not intended as a replacement for the formal health system, but rather a municipal-level complement centered on preventive care.
“When there is teamwork and coordination, there is governance. This is proof that resources are being managed correctly. I thank the Tijuana City Hall for their support. It is what allows us to drive meaningful action,” he said.

City Auditor Teresita Balderas highlighted that the program underwent all requisite legal and administrative reviews before launch and it is a reality today thanks to Mayor Ismael Burgueño’s commitment.

Wendy Ontiveros, head of the city’s Department of Well-Being, said the units represent hope, care, and compassion, especially for those in vulnerable situations. She added that this is possible through the mayor’s leadership and a professional, empathetic approach to public service.

Currently, over 36,000 members are enrolled in the program, with access to general and dental care, optometry, and clinical sample analysis, all delivered by trained medical staff under quality standards.
The event was attended by state Congresswomen Norma Angélica Peñaloza, Gloria Miramontes, and Adriana Padilla, along with city council members Mónica Padilla, Arturo Aguirre, Pablo Yáñez, Lemuel Ramírez, and other local officials and beneficiaries.
