The 25th Tijuana City Hall, led by Mayor Ismael Burgueño Ruiz, has implemented an Annual Training Program designed for public servants in the current administration. The initiative seeks to enhance the quality of citizen services while strengthening the professional development of municipal employees.
The training framework is coordinated by the Secretariat of Finance through the Training Department of the General Administrative Office, which maintains a weekly schedule of courses and workshops tailored to each department’s specific needs. These sessions focus on developing personnel skills, knowledge, and competencies.

María Estela Rivera Ramírez, Secretary of Finance, emphasized that continuous training remains essential for delivering improved citizen services.
“With properly trained personnel, we can provide more compassionate, human, and efficient service, exactly as Mayor Ismael Burgueño Ruiz has instructed. We currently maintain 21 agreements with educational institutions, allowing us to strengthen our program with specialized instructors and ensure service quality.,” she said.

Ileana Moreno Navarro, Head of the Training Department, announced that between March 9 and 13, approximately 320 public servants will participate in courses covering Incident Command, Presentation and Facilitation Skills Development, Governmental Code of Ethics, The Relationship Between Self-esteem, Depression and Anxiety, and Integrity and Corruption Prevention.
Additional training sessions conducted this month have addressed Fire Extinguisher Use and Handling, Artificial Intelligence as a Municipal Management Tool, and Diversity Awareness as part of the ongoing professionalization agenda.

“This effort reflects our institutional commitment to continuously strengthening public servant capabilities. We also conduct performance evaluations throughout City Hall, which help identify specific training needs and enable us to design more effective programs,” Moreno Navarro explained.
Through these initiatives, the Tijuana City Hall reinforces its dedication to continuous workforce development, aiming to establish a more efficient, transparent government that remains accessible to citizens.
