Tijuana Police Highlight Crime Reduction Efforts in 2025

Tijuana police say violent crime declined in 2025, citing thousands of arrests, vehicle recoveries, and major drug and weapons seizures across the city.

Tijuana’s Department of Public Safety reported major gains in crime prevention during 2025, pointing to thousands of arrests, vehicle recoveries, and a sharp drop in violent crime across the city.

Police Chief José Alejandro Avilés said municipal officers made 11,522 arrests over the course of the year for a wide range of offenses. The figures were released as part of a broader review of public safety efforts under Mayor Ismael Burgueño’s administration.

City officials credited the results to expanded security strategies and the daily work of municipal police officers, noting improvements in emergency response and patrol coverage throughout Tijuana.

Speaking during events marking Police Day, Avilés highlighted the recovery of 2,077 vehicles reported stolen in 2025, a figure authorities say reflects stronger enforcement against vehicle theft and organized crime.

Police data show that 1,382 of those arrested were identified as individuals linked to violent activity. Among the most serious cases, officers reported 119 arrests for homicide in progress, 94 for attempted homicide, 796 for illegal possession of firearms, and 422 for robbery involving violence. Another 1,701 arrests were tied to vehicle theft.

During the same period, police referred 1,410 suspects to judicial authorities for further prosecution. Those cases included 421 related to street-level drug dealing, 282 for various theft offenses, 324 for vehicle theft, 102 for homicide, eight for unlawful detention, and 273 for other crimes.

Joint operations with other law enforcement agencies also led to the seizure of a large number of weapons and ammunition, including 704 handguns, 172 long guns, more than 8,500 rounds of ammunition, 790 magazines, and 174 replica or imitation firearms.

Authorities also reported a significant drop in violent homicides. Tijuana recorded 1,219 homicides in 2025, down from 1,809 cases reported the previous year.

In the fight against drug trafficking, police seized more than 61,700 doses and approximately 368 kilograms (about 810 pounds) of methamphetamine, along with 17,090 doses and 124 kilograms (roughly 273 pounds) of marijuana. Officers also confiscated more than 4,400 doses and 33 kilograms (about 73 pounds) of heroin, as well as 134 doses and 45 kilograms (nearly 99 pounds) of cocaine.

Police officials said the department remains focused on crime prevention, rapid emergency response, and coordination with residents and other agencies. They emphasized that continued cooperation with the community remains key to improving safety and reducing crime citywide.
