Tijuana Reopens Workshops and Spaces for Men at COTRRSA

Authorities are doubling down on healthy habits, creating opportunities for genuine change in the city's therapeutic community.

The administration of Mayor Ismael Burgueño Ruiz has officially reopened the workshops and rehabilitation areas at the Therapeutic Community for Rehabilitation and Social Reintegration for Men (COTRRSA).

Leading the ceremony, the President’s Private Secretary, Abdiel Gutiérrez Coronado, underscored the importance of these transformed spaces as they are real tools that contribute to the comprehensive recovery of users, helping them rebuild their lives and find their way back into society.

The message was echoed by the Secretary of Humanist Development, Josué Gutiérrez Márquez, who framed the reactivation as a turning point where people can foster healthy habits, discipline, and productive routines to change their lives.

For months, key areas within COTRRSA including the bakery and tortilla-making workshops, the boxing ring, and the gym remained closed. But according to Florina Righetti Rojo, Director of the Municipal Institute for Mental Health and Addictions, the recent rehabilitation and refurbishment efforts have turned things around.

Some of the most important actions carried out were the rehabilitation of the bakery and tortilla-making workshops; machinery repair; purchasing new equipment for the gym and boxing area; as well as the creation of murals and cultural spaces where users can express their emotions and strengthen their therapeutic process.

These revitalized spaces are designed to build confidence, encourage emotional expression, and reinforce the daily habits that keep users on track.

The event was attended by Councilwoman Magaly Ronquillo Palacios; Director of Migrant Care Diana Ortiz Villacorta Ramírez; Acting Youth Institute Director Gabriel García Delgado; La Presa Este Delegate Joaquín Sandoval; Crime Prevention Director Brenda García Ramírez; and the State Government’s Secretary of Inclusion and Gender Equality, Belinda Rodríguez.

With this reopening, the Tijuana Municipal Government reaffirms its commitment to strengthening well-being and social reintegration actions for users of therapeutic communities.
