Public perception of security in Tijuana has improved, according to the latest data from Mexico’s National Urban Public Security Survey (ENSU). The report, covering the final quarter of 2025, indicates a positive shift in how residents view safety in their city.
The survey, conducted by the National Institute of Statistics, Geography, and Informatics (INEGI), recorded a drop in the perception of insecurity, falling from 70.9% to 66.9% by year’s end, an encouraging sign that recent security initiatives are beginning to resonate with the public.

Increase in Public Confidence
The rise in public confidence in the security forces has encouraged authorities to sustain and expand initiatives designed to enhance safety. This ongoing effort includes continued collaboration with residents through Citizen Security Committees, which have played a key role in promoting timely crime reporting and active participation in reclaiming public spaces.
In 2025, these efforts contributed to the Municipal Police arresting 11,522 alleged criminals, all of whom were handed over to the appropriate authorities for prosecution.

Weapons Seized in 2025
Tijuana’s Municipal Police seized a substantial cache of weapons, including 704 handguns, 172 long guns, and approximately 8,531 rounds of ammunition.
In addition, official data from the State Attorney General’s Office (FGE) shows a pronounced decline in violent crime. Reported homicides in Tijuana fell by over 30% compared to 2024, dropping from 1,809 to 1,219 incidents.
This shift has been attributed to a series of targeted operations and community-focused strategies rolled out under the administration of Mayor Ismael Burgueño Ruiz.

Fighting Crime
Beyond directly combating crime, recent initiatives have successfully forged a powerful collaboration network between government agencies. Officials report this coordination has been key to maximizing the impact of broader security strategies.
SSPCM emphasizes its commitment to constant improvement as this strategy undergoes direct, weekly evaluation by the mayor to ensure its effectiveness.
Moving forward, data from ENSU will be used to pinpoint specific areas of opportunity requiring targeted attention.
