Tijuana’s Security and Citizen Protection Department (SSPCM) announced that adults wearing masks in public spaces during Halloween celebrations could face fines ranging from 1,085 to 3,257 pesos — roughly $60 to $180 USD.
Authorities said that anyone who refuses to remove their mask could be detained for up to 36 hours. The measure, grounded in articles 41 and 67 of the city’s Police and Government Regulations, is meant to prevent disturbances and ensure public safety.
Officials urged parents to be especially cautious with their children during the festivities. The ban will be enforced mainly in high-traffic areas where large crowds are expected on Halloween night.

According to José Alejandro Avilés Amezcua, head of the SSPCM, there were no arrests related to mask use last year, and the department hopes for a similar outcome this year.
Municipal Government Minister Arnulfo León Guerrero also called on parents to take extra precautions, noting that thousands are expected to gather along Avenida Revolución, where sections of the street have been converted into pedestrian zones.
Authorities estimate that between 25,000 and 30,000 people will attend the celebrations from 3 p.m. on Friday, October 31, until 4 a.m. on Saturday, November 1.
Avilés Amezcua emphasized that the goal is for everyone to enjoy the festivities safely and responsibly.
“We’re trying to prevent any incidents. Police officers will act within the law and with full respect for citizens’ rights, keeping in mind that these are family events,” he said.
