Baja California Expands Women-Focused Driver Training Program

Governor Marina del Pilar said the initiative is designed to open doors in a field where women have historically been excluded.

Baja California Governor Marina del Pilar Ávila Olmeda said the state is expanding women’s access to employment in the transportation sector through Mujeres al Volante (“Women at the Wheel”), a job training program that prepares women to work as drivers in public and private transportation.

The program has already trained 202 women in Mexicali, Tijuana, and Ensenada, with plans to launch its first cohort in San Quintín, extending the initiative to the southern part of the state.

Speaking during a certificate ceremony for 76 program graduates, Ávila Olmeda said the initiative is designed to open doors in a field where women have historically been excluded.

“For a long time, women were pushed out of these jobs. That’s changing,” she said. “The effort it took to get here shows why we need to keep creating more employment opportunities.”

Stare Labor Minister Alejandro Arregui Ibarra said the program aims to provide participants with practical skills that translate into stable, better-paying jobs, adding that the results reflect growing demand for inclusive workforce programs.

Program graduate Wendy Sinaí Betancourt, from Ensenada’s first cohort, said the training offered both economic opportunity and independence. “It allows us to support our families with dignified, well-paid work,” she said.

According to state mobility officials, the initiative marked the first statewide graduation ceremony for the program and is expected to train up to 500 women by the end of the current administration.

Mujeres al Volante is coordinated by multiple workforce and education agencies, including Mexico’s National Employment Service, vocational training centers, and public technical schools.
