Baja California Governor Highlights Progress on Elevated Viaduct and Its Potential to Transform Tijuana’s Mobility

Governor Marina del Pilar Ávila says the project is nearing a key milestone as engineers prepare to run load tests on completed sections.

Baja California Governor Marina del Pilar Ávila Olmeda said she is impressed by the progress and technical complexity of Tijuana’s Elevated Viaduct project, highlighting its rapid construction during her morning briefing.

Ávila praised the teams involved, calling the project a major engineering effort. She said a portion of the viaduct is expected to be completed by the end of the month, and engineers are currently evaluating whether that section can safely open to drivers.

The governor also said she is encouraged by how the project is shaping up, noting that the Elevated Viaduct will significantly improve mobility and logistics in Tijuana, particularly for the Playas corridor.

Arturo Espinoza Jaramillo, head of Baja California’s Infrastructure, Urban Development and Territorial Reorganization Department, said safety testing is now a priority. Load tests, he explained, are performed after construction is finished to ensure the structure behaves as expected once in operation.

Espinoza confirmed that a large portion of the viaduct is already complete. The next steps include coordinating operational logistics and finalizing the load tests.

He noted that the San Ysidro area posed the greatest challenge due to nighttime construction requirements, but the project has continued to advance, including asphalt paving and installation of public lighting.

“It’s an extremely important project for Tijuana and will provide long-term viability for the entire area,” Espinoza said.
