Governor Marina del Pilar Ávila Olmeda has announced a sweeping expansion of social infrastructure programs targeting the most vulnerable neighborhoods across Baja California. The initiative, backed by an initial investment of over 150 million pesos, aims to address critical gaps in public spaces, housing, and basic services in communities long plagued by deterioration and neglect.

“The identification of these neighborhoods was not done from a desk. We have visited each municipality and listened directly to families to understand the deficiencies that have gone unresolved for years. This on-the-ground contact allows us to direct resources where they are truly needed,” the governor said.
As a result, the Comunidades con el Corazón (Communities with Heart) program is funding 66 public works projects scheduled between November 2024 and October 2025.
Ensenada will receive the largest share with 30 projects, followed by Mexicali with 15, Tijuana with 11, Tecate with 6, San Quintín with 2, Playas de Rosarito with 1, and San Felipe with 1. Another 33 projects are already in progress and scheduled for completion by the end of 2025.

A core component of the effort is improving housing conditions. Through the Casa Fuerte (Strong House) program, the state has already provided repairs for over 1,047 residents. The work includes structural rehabilitation, waterproofing, installing solid floors, expansions, and making post-disaster repairs, with an investment exceeding 30 million pesos.
Furthermore, in collaboration with non-profit Habitat for Humanity and Cemex, the Transformando Comunidades (Transforming Communities) program is installing concrete floors in homes that still have dirt surfaces and recovering shared urban environments.

In addition, the government has responded to frequent community requests by distributing roofing material packages to reinforce homes against structural wear and adverse weather, particularly ahead of the rainy season.
The state is also facilitating the Techos Solares para el Bienestar (Solar Roofs for Well-Being) federal program, championed by President Claudia Sheinbaum. To date, the program has conducted over 2,000 home visits and installed more than 200 solar panels, helping families save on their electricity bills.
