Baja California has announced a unique compensatory program for users of Irrigation District 014 in the Mexicali Valley. Governor Marina del Pilar Ávila Olmeda presented the plan, calling it the only initiative of its kind in Mexico.
The program, developed through a collaborative process between the state government, the National Water Commission (CONAGUA), and district representatives, is designed to provide direct support to farming families.
During the signing ceremony, the governor emphasized that in Baja California, governance is conducted through dialogue with all people, especially when addressing sensitive issues that directly influence the regional economy and the daily lives of thousands of households.

An estimated 70 million pesos has been allocated for the initiative. Distribution will follow strict, verifiable criteria based on a new census, operational rules, and transparent oversight at every stage.
“This is a major commitment to our countryside. We are dedicated to supporting the Mexicali Valley, and this agreement was only possible thanks to your cooperation,” Governor Marina del Pilar said.

To ensure clarity, the program will only include registered users from modules of District 014 that are based within Baja California’s portion of the valley.
A permanent working group will be formed with representatives from the Colorado River Irrigation District to manage the census, monitor the program’s progress, and address questions during implementation.

In addition, CONAGUA will also approach the Government of Sonora to discuss the program to explore potential alternatives for modules 1, 2, and 3 of the district, which fall under Sonora’s jurisdiction.
Lastly, Governor Marina del Pilar noted that President Claudia Sheinbaum Pardo has secured 1.771 billion pesos for the technological modernization of the irrigation district in 2026.
