Governor Marina del Pilar Ávila Olmeda annoucned the official start of Baja California’s annual winter vaccination campaign, offering free shots against seasonal influenza, COVID-19, and pneumococcus to protect the state’s most vulnerable residents.
“In Baja California, healthcare is a right for all, not a privilege. This campaign not only brings vital protection to our most vulnerable populations but also strengthens our community’s collective well-being through prevention,” the governor said.
The campaign will roll out in phases, initially prioritizing several key groups. Vaccines for influenza and pneumococcus will be available for children aged six months to five years, pregnant women, and older adults. The updated COVID-19 vaccine will be administered to individuals over 60, people aged 18-59 with comorbidities, and all first responders, including police, firefighters, healthcare workers, and rescue personnel.

All Vaccines Are Free
Governor Marina del Pilar emphasized that all vaccines are completely free of charge and are now available at public hospitals and medical units across the health sector, including facilities run by Isesalud, IMSS, Issstecali, Issste, and IMSS-Bienestar.
To maximize accessibility, José Adrián Medina Amarillas, the State Secretary of Health, confirmed that health jurisdictions may establish pop-up vaccination stations in shopping malls and other high-traffic areas.
He urged residents not to delay, stressing that an October start to vaccinations is crucial for building immunity ahead of the winter season’s peak.
“The vaccine is the most effective protection for vulnerable groups this season. By protecting them first, we reduce the spread of illness to the general population. In the case of COVID-19, the Pfizer biologic is available this year, which is highly effective. We especially urge our older adults to come forward and get their vaccines,” Medina Amarillas said.

List of Vaccination Sites:
- Mexicali: Stations at Plaza La Cachanilla, Plaza Galerías, and Plaza Nuevo Mexicali, open from 9:00 a.m. to 1:00 p.m.
- Tijuana (Coastal Zone): The main station at the Health Services Jurisdiction in Praderas de La Mesa (Blvd. Insurgentes & Av. Camichín), open weekdays 8:00 a.m. – 6:00 p.m. and weekends 8:00 a.m. – 2:00 p.m.
- Ensenada: The Health Services Jurisdiction station on Avenida Ruiz, between 13th and 14th streets, open from 8:30 a.m. to 1:00 p.m.
- San Quintín: Centers and hospitals across the entire sector, according to each unit’s regular hours.
- 34 Health Centers in Tijuana, Tecate, and Playas de Rosarito, Monday to Friday, open from 8:00 a.m. to 2 p.m.
