Baja California No Longer Deemed High-Risk by U.S. Embassy

The updated advisory cites improving conditions in northern Mexico, though U.S. staff in Tijuana remain under nighttime curfew.

The U.S. Embassy in Mexico updated its security advisory Monday, February 23, removing Baja California from the list of states considered a high-risk area following recent unrest.

According to the embassy, normal activity is gradually resuming in several parts of the country after security incidents linked to reports surrounding the death of Nemesio Rubén Oseguera Cervantes, known as “El Mencho,” on February 22.

Public transportation services and businesses are reopening, and U.S. citizens are no longer being advised to shelter in place.

However, U.S. government personnel assigned to Guadalajara and Puerto Vallarta in Jalisco, Ciudad Guzmán in Jalisco, and Tijuana in Baja California remain under a nighttime curfew. Employees stationed in Jalisco and Monterrey, Nuevo León, have also been instructed to stay within their metropolitan areas until further notice.

The U.S. Consulate General in Tijuana continues to operate under those restrictions.

The embassy added that flights in Guadalajara returned to normal operations as of February 24, and no official highway closures have been ordered by authorities. Some roads in Jalisco, including the highway between Guadalajara and Puerto Vallarta, have not yet fully reopened.

U.S. officials are advising American citizens in Mexico to confirm flight statuses directly with their airlines, make any reservation changes before arriving at the airport to avoid long lines, monitor local media for updates, follow instructions from local authorities and call 911 in case of emergency. Travelers are also encouraged to keep family and friends informed of their whereabouts via phone, text or social media.
