Baja California Places 69 Children in Foster Homes in 2025

The state’s updated adoption policies and dedicated foster programs ensure that vulnerable children have safe and loving environments to grow up in.

Baja California Governor Marina del Pilar Ávila Olmeda announced that 69 children and teenagers were placed in pre-adoptive foster homes this year, part of the state’s ongoing efforts to provide vulnerable youth with stable, loving environments. The initiative is managed by the state’s System for the Comprehensive Development of the Family (DIF).

“We reaffirm our commitment to the well-being of our children and youth. These placements ensure they have the opportunity to grow in safe, caring, and supportive homes,” the governor said. “This is the result of institutional efforts to streamline adoption processes and build stories of family and love.”

The placements are part of a broader institutional overhaul at DIF Baja California, which has included professionalizing staff, certifying social workers for both national and international cases, and strengthening post-adoption follow-ups to support families over the long term.

A key driver of this progress is the state’s specialized Adoption Law, enacted in 2023. The law grants DIF full authority to manage adoption procedures with rigor, transparency, and sensitivity, positioning Baja California at the forefront of adoption policy in Mexico.

Mavis Olmeda García, President of DIF Baja California, highlighted a shift in the willingness of families to adopt, including sibling groups, children over five, and those with specific health conditions such as HIV, cleft palate, congenital heart disease, hearing loss, and other vertically transmitted infections.

“The central mission of our administration is, and will remain, strengthening the family. There is no greater reward than seeing a child or teenager find a permanent home. These enduring stories of love show that Baja California has a big and generous heart,” Olmeda García said.
