A major government initiative to legalize foreign vehicles has provided economic relief to Baja Californian families while generating over 1.224 billion pesos for critical infrastructure projects, Governor Marina del Pilar Ávila Olmeda announced.
The program, which will remain active until September 30, 2026, has successfully regularized 489,734 vehicles since its inception in 2022. Governor Marina del Pilar framed the decree not as a simple bureaucratic process, but as a direct act of justice that provides working families with legal certainty and protects their assets. The program also enhances public safety by ensuring vehicles can be properly identified and are not linked to criminal activity.

“This program is proof that when governing with honesty and transparency, the benefits multiply. We have not only helped families legalize the cars, but the people’s money is returned to the people. Every peso collected is being invested in paving and rehabilitating streets that had been forgotten for decades, transforming our neighborhoods,” the governor said.
To date, the funds have financed 209 public works projects, primarily focused on paving and rehabilitating roads.

According to Finance Secretary Marco Moreno Mexía, the cities with the highest number of regularizations are Tijuana, Mexicali, and Ensenada followed by Rosarito and Tecate. This investment has been distributed across the state, with 79 projects in Ensenada, 58 in Tijuana, 34 in Mexicali, 24 in Tecate, and 14 in Playas de Rosarito.
To be eligible, vehicles must have a customs permit dated on or before October 19, 2021. Owners must provide a sworn statement that the unit has not been involved in any criminal proceedings, prove it has no theft reports in Mexico or abroad, and pay a $2,500 MXN ($136 USD) fee.

Designated service centers are open Monday through Friday from 8:00 a.m. to 4:00 p.m., and Saturdays from 8:00 a.m. to 1:00 p.m.

- In Mexicali, in Centro Estatal de las Artes (CEART) parking lot no. 3.
- In Ensenada, at the Government Center on the Transpeninsular Ensenada-La Paz highway in the former Ex Ejido Chapultepec.
- In Playas de Rosarito, at the Government Center on Avenida José Haros Aguilar in the Villa Turística neighborhood.
- In San Quintín, on Avenida A in the Ciudad San Quintín neighborhood.
