San Diego city officials announced a major expansion of free parking in Balboa Park, responding to community frustration over the paid parking system introduced earlier this year.
Starting March 2, verified city residents will be able to park for free in seven of the park’s 12 lots. The expanded access covers Levels 2 and 3—less central areas that still provide convenient access for visitors.
The lots included in the expansion are:
- Pepper Grove
- Federal
- Upper Inspiration Point
- Lower Inspiration Point
- Marston Point
- Palisades
- Bea Evenson

This adjustment follows a January 5, 2026 policy that categorized park parking into three levels based on proximity to main attractions. While both residents and non-residents were already subject to tiered pricing, the change addresses community concerns about cost and limited free options.

How residents can access free parking
Residents must register online through the city’s permit portal, which verifies addresses and links vehicles to the program. A one-time $5 processing fee covers administrative costs and is not collected by the city.
