Alarming Statistics Drive Urgency
According to figures from the Executive Secretariat of the National Public Security System, Baja California maintains significant rates of domestic violence, intimate partner violence, and femicides, underscoring the critical need to strengthen prevention, response, and punishment mechanisms.

The document reminds all authorities of their constitutional obligation to promote, respect, protect, and guarantee human rights under the principles of universality, interdependence, indivisibility, and progressivism, which explicitly includes protecting women’s right to a life free of violence.

International Women’s Day Commemoration
Congresswoman Alejandrina Corral emphasized that the upcoming March 8th International Women’s Day commemoration cannot remain merely symbolic.
“That every public decision, every policy implemented, and every allocated resource reflects a real commitment to their dignity, their safety, and their rights,” Corral stated.
The approved resolution calls for:
- Fortifying programs and actions to prevent, address, and eradicate violence against women
- Allocating sufficient public resources with a gender equality focus to tackle domestic violence, abuse, sexual harassment, and femicide prevention
- Guaranteeing effective application of care protocols and justice for victims
- Implementing ongoing gender perspective training for police forces and justice system operators
