Baja California Governor Marina del Pilar Ávila Olmeda led the “Corazones: Transformation You Can See, A Future You Can Feel” initiative in Tecate, continuing the state’s strategy to reduce extreme poverty and deliver social justice to the most vulnerable communities.
“Our primary goal has been to drive the transformation of Baja California, ensuring that government power serves those who need it most. Today, public resources are managed with honesty and what were once temporary programs are now permanent rights for families, and no one can take them away,” she stated.

During her visit, the governor oversaw the launch of a new potable water pipeline project on Michoacán Street in Ejido Nueva Colonia Hindú, while being accompanied by authorities from the Department for Water Management, Sanitation, and Protection (SEPROA) and the Tecate State Public Services Commission (CESPTE).
This project involves 1,050 meters of new piping through the construction of two parallel PVC C-900 pipelines (6-inch diameter, 500 meters each) with an investment of 2,308,797 pesos to benefit 7,000 residents.

Additionally, Governor Marina del Pilar visited Telesecundaria #3 “Libertadores,” where a new cafeteria, outdoor lighting, and classroom renovations are underway, funded with an investment of 3,004,754 pesos. The visit also highlighted “Escuelas Verdes” (Green Schools), a Tecate City Hall program promoting environmental education and recycling.
Meanwhile, at the Tecate State Center for the Arts (CEART), the governor distributed “Ilumina tu Día” (Light Up Your Day) and “Con Corazón para el Agua” (With Heart for Water) cards, assisting 990 families with basic utility payments.

Regarding Tecate, the “Ilumina tu Día” card provides 800 pesos a year (disbursed from May to October), while the “Con Corazón para el Agua” aid provides 1,500 pesos a year (disbursed from May to September).
State Secretary of Social Well-Being Netzahualcóyotl Jáuregui Santillán also introduced “Proyectos Productivos” (Productive Projects), offering up to 25,000 pesos in supplies to support home-based entrepreneurs or strengthen existing small businesses.
In addition, Mayor Román Cota Muñoz of Tecate praised Governor Marina del Pilar’s commitment to eliminating extreme poverty across Baja California through social programs.

“Tecate is fully aligned with the governor’s agenda to become the first municipality to eradicate extreme poverty,” he said.
Rocío Sánchez Cabrera, a beneficiary of “Con Corazón para el Agua,” thanked Governor Marina del Pilar and Secretary Netzahualcóyotl for promoting the programs aiding Baja Californian families.
Governor Marina del Pilar Inaugurates Attorney General’s Office Shooting Range
The governor also inaugurated a new shooting range for the State Institute of Investigation and Interdisciplinary Education at Baja California’s Attorney General’s Office, located on the Tecate-Tijuana highway. The facility will enhance training for 1,500 State Investigation Agency officers and 60 new recruits.
“It’s an honor to support this project, which is vital for your training and development. Strengthening the Attorney General’s Office has been a cornerstone of my administration,” she emphasized.
Lastly, she reaffirmed her government’s dedication to peace and security for citizens, while also claiming that all FGJE officials and agents share the same vision of delivering justice to all.
The event was attended by State Attorney General María Elena Andrade Ramírez and Secretary of Citizen Security Laureano Carrillo Rodríguez.
