As part of her commitment to transparency and accountability, Councilwoman Gina Arana, chair of the Tijuana’s Mobility and Roadways Commission, presented her first report on her work to an audience of over 250 attendees, including public officials, community representatives, sports teams, PAN party members, and media outlets.

Direct Engagement with Civil Society

“Since beginning my public service career, and now as your re-elected councilwoman, I have always prioritized working toward a better city. The only way to achieve this is by building strong teams and collaborating directly with citizens. That’s why I have focused on dialogue and participation, working hand in hand with all of you to make Tijuana a better city. Re-election is a right, but it must come with effort, commitment, and results,” Arana said.

The councilwoman highlighted the dedication of the Citizens’ Mobility Council and other civil society organizations, recognizing them as strategic partners in proposing initiatives to improve the city’s infrastructure, with a particular focus on mobility.

Legislative and Council Work

Arana reported that her office has presented 19 motions regarding mobility, including the creation of the Municipal Committee for the Prevention of Road Accidents (COMUPRA), urging the CESPT to promptly repair streets and avoid leaving open trenches and potholes, increasing fines for drivers who block intersections, and proposing regulations that allow for the suspension of driving privileges for up to 12 months—or cancellation in cases of serious violations.

She also acknowledged ongoing issues that require attention, such as the publication of the decree allowing cars with tinted windows, the concession for the city’s shared bicycle program, and the expansion of the Rio bike lane and cycling infrastructure in Otay.

Future Initiatives

“Moving forward, we will continue promoting measures to improve traffic conditions, as well as rehabilitating streets and sidewalks with universal accessibility and design. A pilot project will focus on the intersection of Blvd. Diaz Ordaz and Calle Ramon Alarid and will serve as a model for high-traffic pedestrian areas, particularly for seniors and people with disabilities,” she said.

Ongoing Community Support

In terms of social initiatives, Arana reaffirmed her commitment to maintaining an “open-door” approach, noting the distribution of 594 financial assistance packages for household needs, medical expenses, education, national and international sports tournaments, and funerary costs—benefiting more than 873 residents—as well as 180 administrative support cases.

She concluded by thanking her team and fellow council members for supporting initiatives that prioritize the well-being of Tijuana over partisan interests. She also expressed gratitude to her party, PAN, for allowing her to serve as the voice of citizens and promote solidarity and the common good, core values of the party.
