Graciela Moreno Pulido, member of the Institutional Revolutionary Party (PRI), has raised many eye brows after calling indigenous children "pests", who are homeless and living off donations at the port of Ensenada, Baja California.

What this public servant was speaking about were the type conditions that First Street in Ensenada is in.

She started off by saying that the street was very ugly and horribly decorated. She then proceeded to bring up these children, who sell gum on the streets, and said "I do not know where all these kids come from and beg for money, it's ridiculous ".

"What are we going to do with this plague of children?" said Moreno as she summoned DIF (Mexico's social services department) to find a solution to this problem.

Moreno also complained about the way businesses have put their advertising, and mention of how certain pharmacies and drug stores in Ensenada advertise their products, especially about that little blue pill that "has some ugly posters that say Viagra, Viagra, Viagra, repeatedly. I think that putting it once is more than enough", said Moreno in a way as if she was making fun of the situation, which caused the audience to laugh. But, were they really laughing with her or at her?
