Mayor Ismael Burgueño of Tijuana has announced the extension of the popular “¡Soy México!” dual nationality campaign through the entire month of September. The initiative, which facilitates the process for foreign nationals to obtain Mexican citizenship, is available at all 11 Civil Registry Offices across the city from 8:00 a.m. to 1:00 p.m.
According to Odalys Valenzuela Espinoza, head of Civil Registry Office 01, the campaign has already seen significant success since its launch in August. Preliminary data shows 7,868 applications processed as of September 2nd, with Office 01 alone handling over 2,820 cases.

The program represents a collaborative effort between local, state, and federal governments to help foreign residents, particularly children born abroad to Mexican parents, obtain official recognition and access the full rights and benefits of Mexican citizenship.
Regarding this procedure, Valenzuela Espinoza explained that the local Civil Registry collects all documentation, which is then forwarded to the state’s Civil Registry Department in Mexicali for validation with support from the National Population Registry.

Notable benefits include waived fees, document translations, and the certificate of non-existence of a birth record.
Residents can process applications at any of the following locations:
- City Hall (Palacio Municipal): Av. Independencia & Paseo Centenario, Zona Río.
- La Mesa Delegation: Av. Paseo de los Charros s/n, Fracc. Moreno.
- La Presa Abelardo L. Rodríguez Delegation: Aranjuez No. 22750, Fracc. Villa Fontana.
- Playas de Tijuana Delegation: Paseo del Pedregal & Av. del Agua s/n, Sección Jardines, Playas de Tijuana.
- San Antonio de los Buenos Delegation: Av. Miraflores, corner of Cabo San Lucas No. 8351, Fracc. El Rubí.
- La Presa Este Delegation: Calle de los Cerezos s/n, corner of Carretera libre Tijuana-Tecate, Fracc. El Refugio.
- Florido Mariano Subdelegation: Calle Fuentes de Mexicali corner of Amaranto s/n, Col. Hacienda Las Fuentes.
- Otay-Centenario Delegation: Av. Politécnico Nacional s/n, Fracc. Garita de Otay.
- Sánchez Taboada Delegation: Calle Panamericano No. 9757, Colinas de California, Col. Anexa Panamericano.
- Cerro Colorado Delegation: Calle Canadá No. 7171, Tercera Etapa Río Tijuana.
- Downtown Delegation: Calle Coahuila (between Negrete & Madero) No. 8803, Zona Centro.

To apply, applicants must submit:
- The child’s original U.S. birth certificate
- Certified Mexican birth certificate and CURP identification of the Mexican parent(s)
- A completed application form, available at Civil Registry Offices
It should be noted that the campaign excludes individuals born in Connecticut, Guam, Idaho, Northern Mariana Islands, Maryland, Nebraska, New Hampshire, Puerto Rico, Rhode Island, American Samoa, and Texas.
