Former Baja California Governor Francisco “Kiko” Vega de la Madrid was physically assaulted during a road rage incident in Tijuana, near the Cuauhtémoc roundabout in Zona Río.

The event was caught on video and shared with San Diego Red. Footage shows the moment the man, whose identity remains unknown, leans into the passenger-side window of the vehicle where Francisco Vega is seated.
Dressed in black, wearing sunglasses and a cap, the man can be heard threatening and insulting the ex-governor.
“You say I don’t know who I’m messing with… Go ahead, record me and post it. I’ll still beat the s*** out of you,” the aggressor says.
He then attempts to snatch Vega’s phone and continues to act in a provocative and violent manner. The person filming even states that Vega had already been struck before the recording began.
At one point, Vega shows he was struck in the arm and tells the man to step away, which only escalates the situation. The attacker then throws a punch directly at Vega’s face before walking away.
Clearly shaken, Vega yells at the man and asks the person filming to capture both his face and the license plate of the vehicle he took off in—a Jeep with California plates 8WYU097.
Shortly afterward, Vega shared an exclusive photo showing his bloodied hand, a result of touching his face after the punch.
According to Vega, the confrontation began after a minor collision. He and his companion were the ones affected, and when he stepped out to check on the damage, the other driver responded with the aggressive behavior captured in the video.
“The footage speaks for itself. Sadly, this is the kind of society we live in today—one where respect and security are increasingly rare. I received medical attention and am doing okay. Thank you all for your concern and support,” Vega said.
Authorities fail to respond
In a statement to San Diego Red, the former governor revealed that he contacted emergency services, but no authorities arrived at the scene.
“We must be cautious. There’s no rule of law, and no respect, not even for seniors. I reported it to 911, but received no response.”
