Governor Marina del Pilar Backs President Sheinbaum’s Water Reform

Baja California Governor Marina del Pilar Ávila has announced her full support for a new national water bill introduced by President Claudia Sheinbaum, endorsing an initiative aimed at overhauling water management and reaffirming public ownership of this vital resource.

The endorsement came during Governor Ávila’s morning press conference on Wednesday, following President Sheinbaum’s presentation of the proposed General Water Law earlier in the day.

The governor emphasized that the state will back the legislation because it is essential to uphold the principle that water belongs to the nation and its citizens, not to private interests.

“We have been coordinating with the National Water Commission (CONAGUA) and we fully support and respect the reform presented today by the President,” she said.

The proposed legislation seeks to establish a nationwide legal framework for the sustainable use of water. Its primary objectives include:

  • Regulating water management: Creating a coordinated system between government and citizens for managing water for domestic and personal use.
  • Promoting rainwater harvesting: Implementing nationwide regulations for capturing rainwater and mandating the installation of such systems in new public and private construction projects.
  • Building a water culture: Launching public initiatives to foster a culture of water conservation, framing access to water as a human right for present and future generations.
