Governor Marina del Pilar Delivers Water Titles to Baja Californian Municipalities Under New Water Law

Conducted under the National Water Plan, the delivery reflects a coordinated effort with the Government of Mexico.

Baja California Governor Marina del Pilar Ávila Olmeda, alongside President Claudia Sheinbaum Pardo, has officially delivered water allocation titles to the municipalities of Tijuana, Ensenada, Playas de Rosarito, Tecate, and Mexicali. The action guarantees the right to water for families across the state and marks a key application of the recently reformed Water Law.

The effort is part of the National Water Plan, a joint initiative between the State Government and the federal administration of President Sheinbaum. The coordination reflects a shared commitment to prioritizing water for households, transforming access from a privilege into a guaranteed human right.

“For years, water on the border was treated as a commodity or a privilege for a select few,” the governor said. “Today, under the leadership of President Sheinbaum, we leave uncertainty behind and fully enter the era of water justice. The delivery of these allocation titles is not a simple bureaucratic procedure, it is returning to the people what is rightfully theirs. For families in the neighborhoods of Tijuana and Tecate, farmers in the Mexicali Valley, and our communities in Ensenada and Rosarito, these documents represent certainty and security.”

President Claudia Sheinbaum highlighted that the changes to the National Water Law have put an end to privileges in the transfer of water rights while allowing small-scale producers to recover them. For the first time, she noted, water exploitation rights have been granted directly to municipalities.

Under the new framework, water allocation will be assigned directly to municipal governments, which will in turn pay the corresponding fees to CONAGUA. These resources will be reinvested in critical public works across Baja California, including the Playas de Rosarito desalination plant and various projects aimed at the sanitation of the Tijuana River. The president also noted that efforts are underway to bring water to San Quintín as part of the broader National Water Plan.

“The delivery represents one of the first structural changes resulting from the reforms to the National Water Law promoted by our administration. It signals a new approach to water management in the states, providing certainty to municipalities and strengthening the well-being of the population,” the president said.

Governor Marina del Pilar concluded by emphasizing that transformation cannot occur without well-being, and that access to water is essential to improving the quality of life for the people of Baja California. With the delivery of these titles, she added, the state takes a decisive step toward guaranteeing water as a human right for both current and future generations.
