Governor Marina del Pilar Ávila Olmeda has secured medical services for municipal police officers and their families through the Institute of Security and Social Services for Government and Municipal Workers of the State of Baja California (ISSSTECALI), aiming to improve working conditions for law enforcement personnel.
During a ceremony held in coordination with the Tecate City Hall, led by Mayor Ramón Cota Muñoz, and ISSSTECALI, Governor Ávila Olmeda emphasized that the program represents a matter of basic justice for those who protect the community.

“From the beginning, we’ve worked to do right by those who watch over us. Our goal has been to extend a hand to those who never hesitate to do so with us, to transform public perception from fearing the police to feeling safe because of them,” the governor said.
She explained that this initiative will provide comprehensive healthcare coverage to more than 190 officers from the Tecate municipality and their family members.

“This is an act of justice for all of you. We thank you for your and your families’ sacrifice, because being a family member of someone dedicated to public safety is more difficult than being a police officer,” the governor said.
The program represents part of a broader fiscal recovery effort in Baja California. The state’s improved financial standing and credit rating have enabled increased investment in essential services, including healthcare and social programs.

Luis Gilberto Gallego Cortéz, Director of ISSSTECALI, reported that the administration’s policies have already extended healthcare coverage to thousands of security personnel across multiple agencies. This includes more than 1,800 employees of the State Attorney General’s Office, 924 from the Department of Citizen Security, 1,262 from the State Penitentiary System Commission, 81 from Playas de Rosarito, and 1,746 police officers from Tijuana.
“Today, we make quality medical services a reality for you and your families. You are our protectors, and providing these benefits is the very least we can do in return,” Governor Marina del Pilar concluded.
