Governor Marina del Pilar Hails Announcement of New Rosario Castellanos University Campus in Mexicali

President Claudia Sheinbaum Pardo has confirmed that a new campus of Rosario Castellanos National University will be built in Mexicali.

During a visit to Baja California, Mexican President Claudia Sheinbaum Pardo confirmed plans for a new campus of Rosario Castellanos National University to be built in the state capital, Mexicali, a project celebrated by Governor Marina del Pilar Ávila Olmeda as a historic moment for the region.

 “This transformation does not stop; it continues moving forward with the strength of millions of Mexican men and women who see the hope for a fairer, more dignified country with shared prosperity reflected in the leadership of our President,” the governor said.

The new university campus was one of several major infrastructure and social initiatives outlined by the President of Mexico. She confirmed that construction on the Mexicali campus is scheduled to begin in 2026 and announced several major projects for the region including an alternate route between Tijuana and Ensenada, the completion of the elevated viaduct in Tijuana, the repaving of all federal highways in the state, the construction of a desalination plant in Playas de Rosarito, and the establishment of a women’s center in every municipality.

She also highlighted the widespread impact of federal social programs, noting that over 864,000 residents of Baja California are beneficiaries. Additionally, more than 308,000 families have received support through discounts on their Infonavit and Fovissste loans..

Governor Marina del Pilar emphasized that the federal government is building on existing social initiatives, such as the Universal Rita Cetina Scholarship and the Pension for Seniors, which she noted has become a guaranteed right for those over 65.

At the state level, the governor connected these announcements to a shared vision for development with the government of Mexico. She highlighted the strategic Punta Colonet Port project, which aims to position Baja California as a key hub for global trade and economic growth.

The desalination plant in Playas de Rosarito, she added, is expected to fundamentally resolve the long-standing water supply issues for coastal communities. The Tijuana viaduct, meanwhile, is envisioned as a critical mobility solution for millions and a boost to the state’s tourism industry.

The governor also pointed to the recently established Rosario Castellanos National University campus in Tijuana as a testament to the commitment that education is a right, not a privilege. Another initiative, the Solar Roofs for Well-Being Program, is bringing clean energy and cost savings to households in Mexicali and San Felipe, combining technological innovation with social justice to transform Baja California.
