Governor Marina del Pilar Ávila pointed to federal efforts and economic policies as key drivers of Baja California’s recent achievements, from lowering poverty rates to advancing major public works.
The governor’s comments followed the first state of the nation address presented by Mexican President Claudia Sheinbaum, which outlined national progress in housing, education, and social welfare programs. The governor stated these initiatives have directly spurred prosperity in the state.
“Our country’s economic policy has had a very positive result in the state. Baja California has achieved the most significant reduction in poverty in the nation and has virtually eliminated extreme poverty,” Governor Marina del Pilar said.

This success, she noted, is amplified by state-level strategies like the Pancita Llena, Corazón Contento (Full Belly, Happy Heart) food program, the Sistema Violeta support system for women, aid for the elderly, Proyectos Productivos, among others.
She also highlighted the federal government’s commitment to building new housing in the state through institutes like INFONAVIT, CONAVI, and SEDATU.
In education, the new Tijuana campus of Universidad Rosario Castellanos is slated to open for in-person classes this September, with an initial enrollment of over 1,200 students.

Critical water infrastructure projects were also highlighted. The National Program for Agricultural Irrigation Technification now includes Valle de Mexicali to optimize water use, while the strategic Rosarito desalination plant continues its construction to secure water for Tijuana, Rosarito, and parts of Ensenada.
Further modernization of the Colorado River-Tijuana Aqueduct is underway to ensure a stable water supply. Meanwhile, the Elevated Viaduct in Tijuana, now reported as 91% complete, is expected to greatly improve mobility for the region.
Governor Ávila claimed that access to free, quality healthcare is now a constitutional right in Baja California. This was bolstered by the recent inauguration of a new IMSS hospital in Ensenada and an IMSS Bienestar hospital in Eastern Tijuana, extending coverage to residents without social security.

Meanwhile, Government Secretary Alfredo Álvarez Cárdenas highlighted a new, multi-agency protocol involving over 30 government bodies to aid homeless individuals, an effort officials say places human dignity at the center of federal public policy in Baja California.
