Governor Marina del Pilar Launches Initiative to Promote Social Tourism

The program will make travel more accessible for vulnerable communities in Baja California.

With the goal of reducing inequality, Governor Marina del Pilar Ávila Olmeda has announced Corazones Viajeros (Traveling Hearts), a program that promotes social tourism and recognizes leisure and recreation as essential elements of social justice.

“Tourism is a right for everyone, not a privilege. With ‘Corazones Viajeros,’ we ensure that the most vulnerable members of our community can enjoy the beauty of our state,” the governor said.

Coordinated by Baja California’s Department of Tourism, led by Zaida Luz López Sánchez, the program is designed to benefit those most in need, including senior citizens, young people, vulnerable families, people with disabilities, residents of priority care zones, and indigenous communities.

Corazones Viajeros has already become a benchmark at both the national and international level. Its positive impact on accessible tourism earned it a nomination for the 2024 ISTO Awards, granted by the International Social Tourism Organization. This recognition, together with Baja California’s recent signing of the Declaration of Tourism as a Right and its membership in the organization, strengthens the state’s leadership in promoting humane, inclusive, and solidarity-driven tourism.

Secretary López explained that the initiative offers two options, both designed to maximize access and experience: day trips of up to 10 hours, and two-day, one-night trips. The latter includes financial support of up to 1,600 pesos, making participation more accessible to a wider group.

She emphasized that the program will be guided by principles of equality, non-discrimination, and family integration. Eligible participants must be Mexican by birth, naturalization, or in a mobility context; reside in Baja California; have a monthly income below 13,000 pesos; and meet the established requirements.
