Baja California Governor Marina del Pilar Ávila Olmeda has announced the launch of university pre-registration for women and single mothers enrolled in the Violet Card program. The new phase of the initiative will begin in Mexicali, with plans to expand statewide, as part of the government’s ongoing efforts to support women’s empowerment and professional growth.
The governor highlighted that the first group of women has already graduated from high school through the Violet Card program, underscoring the initiative’s role as a comprehensive public policy aimed at breaking cycles of violence by fostering education and financial independence.

“Every time a woman completes her studies, she is not just writing a new story for herself and her family, she is transforming her entire environment. Educating a woman means empowering a community,” Governor Marina del Pilar said.
The Violet Card program provides bimonthly financial support of 2,600 pesos and includes access to free elementary, middle, and high school education. Now, through a new partnership with Universidad 16 de Septiembre, eligible women can take the next step and pursue university degrees at no cost.

The initial call for applications is open to beneficiaries who have already completed high school. Available degree programs include Nursing, Business Administration, Industrial Administration, Accounting, Marketing and Advertising, Graphic Design, Industrial Engineering, Educational Sciences, Sports Management, Organizational Psychology, Law, and Gastronomy.
“This is not just about providing financial aid, it’s about opening the doors to knowledge, to tools that give them freedom and strength. That is the essence of the program,” the governor emphasized.

Pre-registration will run from June 16 to 27, while the formal enrollment process will take place from July 7 to 18. Classes for the Nursing program will begin on August 11, and the remaining degree will start in September, according to Netzahualcóyotl Jauregui Santillán, Minister of Well-Being.
Interested applicants must submit: high school diploma (original and copy), birth certificate (original and copy), six passport-sized photos, CURP (Unique Population Registry Code) document, and the registration form.

Thousands of beneficiaries are currently studying high school through the program across Baja California’s seven municipalities. This university-level initiative will soon expand to Tijuana, Ensenada, San Quintín, Tecate, Rosarito, and San Felipe.
As a complementary measure, the state government will continue ensuring the timely distribution of the Violet Card financial aid for June and keep expanding workshops for women.
