Governor Marina del Pilar Ávila Olmeda has reinforced her administration’s commitment to eradicating corruption in Baja California through a strategy that has already yielded significant public engagement and legal action.
A key factor driving this transparency push is the Mobile Unit for Complaints and Reports. The government announced that this program has provided direct assistance to over 8,600 individuals, bringing accountability services directly to communities that have historically felt overlooked by authorities.

Baja California’s expanded public outreach has generated 1,880 formal complaints, reports, and service requests, all of which were routed to the corresponding agencies for review, state officials said. To ensure broad access, the administration has strengthened its communication channels, offering in-person service windows, digital platforms, WhatsApp lines, email contacts, dedicated phone numbers, and QR codes for filing reports.
The state has also aligned itself with the federal government’s New Model for the Prevention and Combating of Corruption, an initiative led by President Claudia Sheinbaum that is built on ten pillars emphasizing transparency, public access to information, and active civic participation.

As part of this framework, Baja California signed the State Pact to Combat Corruption, a landmark agreement that unifies anti-corruption efforts across state and municipal governments. The pact seeks to reinforce legality, dignified public service, and protections against abuse. The initiative also includes the creation of 667 social accountability committees and more than 1,300 sessions of the Acquisitions Committee. Meanwhile, the Young Social Watchdogs program has engaged more than 6,000 students in oversight efforts.
Governor Marina del Pilar Ávila Olmeda noted that the anti-corruption push has already resulted in formal legal action. So far, 51 complaints have been submitted to the Specialized Prosecutor’s Office in Combating Corruption, with 18 cases progressing through the judicial system. She emphasized that each action respects the autonomy of judicial institutions and reflects the administration’s commitment to timely, impartial justice.
