The provision of the Well-Being Pension for People with Disabilities in Baja California forms part of a public policy framework that enshrines this support as a constitutional right. This universal program ensures that all persons with disabilities receive this benefit, irrespective of their place of residence, economic means, or social status.

Governor Marina del Pilar Ávila Olmeda emphasized that this collaborative effort with the Federal Government, under the leadership of President Claudia Sheinbaum Pardo, reaffirms her administration’s commitment to fostering a more equitable and inclusive society.

“This aid is not a favor or temporary assistance. It is a right that recognizes the dignity, autonomy, and value of all people with disabilities in Baja California. Because behind every person with a disability, there is a story of effort and sacrifice—and this card is a recognition of all of you,” the governor said.

Baja California was the first state in the country to join this national strategy. In this phase, 20,000 pensions are being distributed, providing 3,200 pesos every two months to people with disabilities aged 0 to 65. For beneficiaries between 30 and 65 years old, the state government contributes half of the funds in coordination with the federal government.

In addition to the federal pension, the state government is carrying out several initiatives aimed at improving the quality of life for vulnerable groups, including seniors, women, and youth, with the goal of expanding their opportunities and providing comprehensive support.

“Now, all people facing disabilities are visible in our eyes, in our government. In Baja California, we continue to write a new history where disability does not mean neglect, but a priority,” Governor Marina del Pilar said.

This program not only involves financial assistance but also integrates beneficiaries into a support network that allows them to access other social, health, and educational services. The coordination between the state and federal governments ensures that people with disabilities receive comprehensive follow-up to address their needs.

Currently, the program operates in 24 states across Mexico, thanks to agreements between state governments and the federal government. These agreements include not only the distribution of financial aid but also direct support, registration, and personalized attention for beneficiaries.
