Governor Marina del Pilar Transforms Mexicali with Historic Investment

Over 605,000 square meters (approximately 150 acres) of roads in Valle de Mexicali have been rehabilitated, benefiting thousands of families.

Baja California Governor Marina del Pilar Ávila Olmeda announced that Mexicali and its surrounding valley are undergoing a transformation through strategic projects that have improved mobility, connectivity, and essential services such as drinking water and sewage systems, all thanks to unprecedented investment in infrastructure.

“We have made a historic investment. Never before has a state government allocated so many resources to the state capital and its valley, and I believe it is important to highlight the projects completed in the first three and a half years of this administration,” she emphasized during her morning press conference.

The governor noted that between 2021 and 2025, over 605,000 square meters (about 150 acres) of roads in Valle de Mexicali have been rehabilitated, with an investment exceeding 315 million pesos, benefiting thousands of agricultural families. This amount is in addition to the mega-projects promoted through the RESPIRA program.

She added that her administration is not only working on visible projects but also on underground infrastructure, such as water and drainage networks, which are essential to guaranteeing the human right to water and providing basic services to historically underserved communities.

“These projects are not only improving the quality of life for residents—which is the most important thing—but also enhancing Mexicali’s logistics and mobility. We are thinking about the Mexicali we want to leave for current and future generations, a Mexicali that remains competitive and attractive for investments.”

She also mentioned that most of the funds recovered from the litigation against the photovoltaic plant will be invested in Valle de Mexicali, and her administration is working with City Hall to maximize the benefits of these projects for residents.

The Secretary of Infrastructure, Urban Development, and Territorial Planning (SIDURT), Arturo Espinoza Jaramillo, explained that seven RESPIRA projects have been completed in the state capital. Among them is the Carranza-Lázaro Cárdenas Traffic Distributor, which benefits 450,000 people and improves traffic flow for 120,000 vehicles daily, reducing travel time from 30 minutes to just 3 minutes.

Other projects include the Río Nuevo and Eje Central bridges, where travel time was reduced from 30 to 5 minutes. Additionally, upgrades were made to the Abasolo-CETYS/Ninth Street connection, Gómez Morín Avenue, the Islas Agrarias road, and a 1.1-kilometer stretch in Ejido Puebla, with plans to expand coverage in a second phase.

The Secretary for Water Management, Sanitation, and Protection (SEPROA), Víctor Daniel Amador Barragán, reported that by 2025, with funds secured by Governor Marina del Pilar through the Green Bond—along with state and federal contributions from programs like ProAgua and ProSanear—a historic investment of over 3.4 billion pesos is projected, four times higher than in previous years.

This year, 103 sewer and sanitation projects across the state, with a budget exceeding 2.6 billion pesos, are underway. Of these, 35 are in Mexicali, where nearly 624 million pesos are being invested to improve access to these basic services.
