Governor Marina del Pilar Unveils Strategy to Combat Extortion in Baja California

The state government is now participating in President Claudia Sheinbaum’s National Anti-Extortion Strategy.

Baja California Governor Marina del Pilar Ávila Olmeda, in coordination with initiatives led by Mexican President Claudia Sheinbaum, presented the State Strategy Against Extortion, aimed at bolstering security nationwide and enhancing protection for families and productive sectors in the state.

The governor explained that her administration has spent months developing this strategy, which aligns with the National Security Plan and the efforts of the National Security Council, to safeguard families’ assets and the integrity of the business sector.

“We are committed to eradicating violence and ensuring peace for citizens who face all forms of violence daily, including extortion—a crime that directly impacts people’s livelihoods, their future, and their families’ well-being,” she stated.

The governor emphasized that the strategy guarantees confidentiality for whistleblowers, including anonymous reporting, as fear of retaliation often discourages citizens from speaking out.

During the plan’s unveiling, Governor Marina del Pilar thanked the State Security Council and all the institutions involved for their commitment to confronting organized crime in Baja California.

She also urged Baja Californians to trust authorities, reiterating that the government works daily for the safety, security, and future of the state’s families.

Baja California’s Minister of Security and Citizen Protection, Laureano Carrillo Rodríguez, outlined the strategy’s pillars: establishing a Central Coordination Hub and three Special Anti-Extortion Centers, conducting intelligence operations and targeted enforcement, providing victim support and protection, training and reinforcing operators of the 089 emergency hotline, and implementing preventive measures, including community engagement and cybersecurity policing.

He highlighted that in 2024, 92% of callers in Baja California reporting extortion attempts via the 089 hotline were prevented from becoming victims, saving them 13.7 million pesos in potential losses.

Lastly, State Attorney General María Elena Andrade Ramírez reported that the Anti-Extortion Task Force has made 17 arrests in 2025 so far, demonstrating effective interagency coordination against this crime.
