Baja California’s Secretariat of Tourism provided citizens with the necessary information for those seeking to enter Mexico by land, air, or sea through the state’s various ports of entry, as well as for those returning to the United States.
The official information issued by the National Migration Institute (INM) explains entry requirements based on nationality and travel purpose.

IF ENTERING MEXICO AS A MEXICAN NATIONAL or with dual citizenship, you must present one of the following documents:
- Valid passport
- INE
- Consular identification card
- Birth certificate accompanied by official ID
- Certified CURP and ID
Note: If you have dual citizenship and enter the country as a foreigner, you must pay the Non-Resident Fee
REQUIREMENTS FOR FOREIGNERS
- Passport (booklet or card for U.S. citizens)
- Passport and visa (if applicable)
- Properly completed Multiple Immigration Form (FMM) (online or at the entry point).

NON-RESIDENT FEE (DNR)
The DNR is a fee paid by foreigners entering Mexico under the status of “Visitor without permission to engage in remunerated activities” when the purpose of travel is tourism, business, or other reasons, whether by air, sea, or land.
The DNR is not required if the stay in the country is less than 7 days and entry was made by land under the same visitor status. If the stay exceeds 7 days, the DNR must be paid upon leaving Mexico. The fee can be paid at immigration checkpoints or online.

- Visit: www.inm.gob.mx/fmme/publico/solicitud.html
- Select language and click “+”.
- Read and accept the terms and conditions.
- Fill in the required information and select the corresponding port of entry (e.g., El Chaparral, Puerta Este, Mesa de Otay, or Tecate).
- Enter the verification code and save the receipt.

- Valid passport (mandatory for air travel)
- Valid driver’s license and photo ID
- Green Card or valid immigration document
- Permits for restricted animal or plant products
- Visa or entry permit for the destination country
