Travelers heading to the Tijuana border should expect significant delays due to upcoming construction on southbound Interstate 5 in San Diego.
The U.S. General Services Administration (GSA) announced a $2.7 million project to enhance safety at the San Ysidro Port of Entry. Beginning January 6, 2026, work will require the temporary closure of the last U.S. exit and multiple southbound lanes.
The project involves removing speed bumps and replacing temporary barriers with permanent dividers on the approach to the inspection booths.
Everett Townsend, Deputy District Director for Caltrans, emphasized the need for the project, noting the San Ysidro crossing is one of the world’s busiest and traffic safety is crucial in this area.
“We understand that construction can be disruptive, and we are working closely with Caltrans to minimize the impact on the traveling public and deliver these important improvements,” said Administrator Edward C. Forst.
The work will be carried out in two phases:
Phase 1 will involve a 56-hour closure, beginning at 9:00 p.m. on January 6, 2026, and ending at 5:00 p.m. on January 9, 2026. This closure includes:
- The Camino de la Plaza on-ramp to southbound I-5.
- The six westernmost lanes of southbound I-5.
- The last U-turn to the U.S. lanes at the land port of entry.
Southbound lanes will also be reduced as I-805 and I-5 merge approaching the border, but the Camino de la Plaza exit and southbound access to Tijuana via the El Chaparral port of entry will remain open throughout this phase.


Phase 2 will follow immediately, lasting 14 days from 5:00 a.m. on January 9, 2026, until 5:00 a.m. on January 23, 2026. During this period, only a single inner (east) lane of southbound I-5 within the construction zone will be closed.
Access to Tijuana via El Chaparral and the last U.S. exit at Camino de la Plaza will remain open during both phases, including the initial 56-hour closure.


All travelers should anticipate significant delays and are encouraged to consider alternatives such as the Otay Mesa Port of Entry or public transportation. When in the area, please heed all traffic signs and reduce speed in and around the construction zone.
