Tijuana Mayor Ismael Burgueño Ruiz has taken an early lead in the race for Baja California’s 2027 governorship, according to a new poll published by Plural.mx.
The survey, which measured support among potential Morena candidates, places Burgueño at the top with 28% support, well ahead of the rest of the names included in the study.
The results suggest Burgueño’s political profile has continued to grow in recent months, particularly following his first months leading Baja California’s largest city.
Poll shows Burgueño widening his lead
According to the survey, Alfredo Álvarez Cárdenas ranked second with 19% support, followed by Jesús Ruiz Uribe at 15% and Julieta Ramírez Padilla at 14%. Former Ensenada mayor Armando Ayala Robles received 7%, while Fernando Castro Trenti registered 6%.
Another 11% of respondents said they did not support any of the candidates included in the poll.

The study also showed Burgueño steadily gaining momentum throughout the year. Support for the Tijuana mayor reportedly climbed from 21% in January to 23% in March before reaching 28% in May.
The rest of the field showed only minor movement during the same period.

Morena continues leading party preference in Baja California
Beyond individual candidates, the survey also measured overall party support ahead of the 2027 election cycle.
Morena led the poll with 32% support statewide, followed by the PAN with 21%.
Further behind were PESBC with 8%, the PT with 7%, Movimiento Ciudadano with 6% and the PRI with 5%.
Meanwhile, 17% of respondents said they remain undecided.

Survey conducted across Baja California
According to information released by the polling firm, the study was conducted between May 17 and May 23 through 3,500 face-to-face interviews carried out in different regions across Baja California.
The poll reported a confidence level of 95% and a margin of error of +/- 3.5%.
The results provide one of the earliest snapshots of the political landscape taking shape ahead of Baja California’s 2027 gubernatorial election.
