The current state administration, led by Marina del Pilar, has substantially improved the conditions of prisoners through certifications of federal forces and the State’s Attorney General Office, as they face a 300% increase of drug forfeitures in prisons. At the same time, they are guaranteeing access to sports, health, and culture for people in prison.

The governor emphasized that the certifications that they received for prisons in Ensenada and El Hongo are part of the Asociación de Correccionales de América (Correctional Association of America), which implies that all hygiene, safety, diet, and health measures are being followed thoroughly.

“The transformation of prisons in the country are key in the national strategy of public security led by our President Andrés Manuel López Obrador. The National Conference of Penal Systems, that we proudly celebrate, represents a solid tool that is already recovering governance and peace in our prisons all across Mexico,” Marina del Pilar said.

She also said that the Fourth Transformation also represents the recovery of a true sensation of social reintegration through the elimination of corruption and impunity, as well as the permanent respect of human rights for everyone, and the delivery of justice with a true gender perspective.

“A fundamental issue that we have emphasized especially in Baja California is to honor the work by all prison staff, guaranteeing their right to retirement and social security for all families,” she said during her message.

In addition, she said that since she took office on November 1, 2021, she has paid special attention to the profiles of vulnerable groups such as seniors, people with disabilities, mothers with families, and indigenous people that are in prison so that, through legal manners, they can have access to preliberation.

She also pointed out that she has begun a series of actions such as massive hygiene projects in all prisons, the transfer of more than 6,000 people considered highly dangerous, and a 300% increase in drug seizures so that they don’t get inside prisons, as well as other prohibited items.

This was stated during the 27th edition of the Assembly of the National Conference of the Penal System, that chose Baja California as its venue. At this event, penal system representatives of the 32 federal entities and the government of Mexico backed the work promoted by Marina del Pilar and the State Penal System, led by María Elena Andrade Ramírez.

As such, the president of the National Conference of the Penal System, Antonio Hazel Ruiz Ortega, underscored the value that the coordination between state and federal institutions has in order to cooperate towards common goals as commendable as peace and harmony for people in prisons, and reaffirmed his willingness to share information and experiences to increase institutional responsibilities and capabilities.

Andrade Ramírez highlighted the productive programs inside prisons, the focus on arts and sports, the permanent surveillance of governance inside, and the work that has been implemented to eliminate overcrowding and make sure that hygiene measures continue to be a constant inside all facilities.

At this event, the following people were present: the mayor of Playas de Rosarito, Hilda Araceli Brown Figueredo; the commander of the Second Military Region, Víctor Hugo Aguirre Serna; the head of the Third Investigative Unit of the National Commission of Human Rights, Hilda Téllez Lino; the executive secretary of the National Conference of the Penal System, Cecilia Cruz García; the State’s Attorney General, Ricardo Iván Carpio Sánchez; special guests and representatives of state penal systems in the country.
