Mayor Ismael Burgueño attended a ceremony this week marking the appointment of Gen. Juan Alfredo Oropeza as the new head of the National Guard’s Tijuana command, a key post in the city’s public security structure.
The event took place at the headquarters of the Second Military Zone, where Oropeza formally took office in a brief swearing-in ceremony led by military officials.

In his remarks, Burgueño emphasized the role of the Armed Forces in public safety and said coordination between local authorities and federal security forces remains central to efforts to improve safety in Tijuana.
Oropeza brings decades of military and operational experience to the position. A native of Mexico City, he began his career in the Armed Forces in 1986 after entering the Heroic Military College. He has since completed advanced training in Mexico and abroad.

His previous assignments include command roles with infantry units in Jalisco and the State of Mexico, where he oversaw security operations and troop deployments.
Several state and local officials also attended the ceremony, including Baja California’s National Guard coordinator David Morales, Playas de Rosarito Mayor Rocío Adame, and Tijuana Public Security Secretary José Alejandro Avilés.
