Mayor Ismael Burgueño Ruiz of Tijuana has emerged as the frontrunner to be Morena’s candidate in the next municipal election, according to a poll by Massive Caller released on Monday, September 1, 2025.

The survey shows Burgueño holding a strong lead in internal party preferences with 29.6% support, ahead of former Mayor Montserrat Caballero Ramírez, who registered 24.1%. Other potential candidates remain in single digits, further solidifying the current mayor’s advantage.

Tracking data indicates Burgueño’s support has followed a steady upward trend, reinforcing his position as Morena’s strongest prospect for the candidacy. By contrast, rival contenders have shown little to no growth in recent months.

Actions Driving Popular Support
Much of Burgueño’s momentum is attributed to initiatives with direct impact on Tijuana families. Chief among them is the distribution of property titles, giving hundreds of households long-awaited legal certainty and security.
On public safety, his administration has implemented a community-centered strategy with monthly evaluation meetings across levels of government, aimed at strengthening neighborhood-level results.
The mayor has also prioritized urban renewal through the “Tijuana: Clean City” program, which focuses on improving infrastructure and maintaining public spaces for residents.
Citizen Confidence
Although a portion of voters remain undecided, Burgueño has consistently gained ground month after month. His administration is broadly seen as accessible and responsive to citizens’ needs, a perception that has been key to maintaining his lead.
The Massive Caller poll was conducted through 600 telephone interviews in Tijuana and carries a margin of error of ±4.3%.
