Tijuana’s Secretary of Government, Arnulfo Guerrero León, formally swore in Martha Eugenia Montejano Cárdenas as the new delegate of La Mesa.
Mayor Ismael Burgueño Ruiz, who attended the ceremony, expressed confidence that Montejano’s experience and dedication will strengthen his administration’s goal of building a government that is close to its citizens.
“I am grateful for her interest and willingness to join this important work on behalf of all residents,” the mayor stated.
Who is Martha Montejano?
With more than 40 years of experience, Montejano has long demonstrated her commitment to working alongside the community.

Over the course of her career, she has served as a councilmember in Tijuana’s Municipal Administration (2004), Secretary of Political and Social Affairs at the CROC National (2010–2011), as well as a district coordinator and activist.
Her academic background includes studies at Colegio Martínez Negrete in Guadalajara, which played a significant role in shaping her professional development.
Residents of La Mesa now look forward to her leadership, expecting her to reinforce citizen services and advance development projects in the delegation.
