In a step toward strengthening professional education and municipal training, Mayor Ismael Burgueño Ruiz of Tijuana signed a formal collaboration agreement with the Tijuana Institute of Technology (ITT).
The partnership establishes a pathway for students to gain hands-on experience within local government while also creating opportunities for municipal employees to continue their learning and professional growth.
At the signing ceremony, Mayor Burgueño praised the ITT’s long-standing role as a cornerstone of the city, recognized for producing disciplined professionals dedicated to their community.
“Our goal is to ensure students have every opportunity to strengthen their skills. To care for, guide, and support them is our responsibility, and it happens most effectively when government and educational institutions work hand-in-hand,” he said.

ITT Director José Guillermo Cárdenas López noted the institution’s 54-year legacy, which includes 19 bachelor’s programs and 8 postgraduate degrees. He highlighted the alliance as a way for students and faculty to directly contribute to Tijuana’s growth through social service projects, professional residencies, and initiatives with real community impact.
Under the agreement, ITT students will be able to complete their social service requirements, professional internships, and academic projects across different departments of the Municipal Government. At the same time, City Hall will offer advisory services, training sessions, and workshops for municipal employees and their families, supporting continuous career development.

The initiative reflects the administration’s vision of humanist governance, fostering a collaborative relationship that benefits both the student community and public.

The event was attended by senior officials from City Hall’s Mayor’s Office and Human Resources Department, along with ITT leaders including Deputy Director of Planning and Outreach Martha Raquel Robles Jiménez, Deputy Academic Director Gabriela Elizabeth Martínez Mendívil, Deputy Administrative Director Beatriz Chávez Ceja, and Head of Technological Management and Outreach Artemio Lara Chávez.
